Dvinsk, Looking for Information

The surname TRUPIN is a Jewish surname. Documented variant names are
TRUPPIN and TROUPIN. The name itself stems from the name of the town
Trupy (now Traupis) in Lithuania. There are many branches of the
TRUPIN family in the U.S. One branch changed its name to DINBERG. The
TRUPIN family has been documented from 1800, beginning in Dunaberg
(later Dvinsk, now Daugavpils), Latvia. We have extensive data on this
family. Please send an e-mail if you think you may be related.....My
own large TRUPIN family (my branch renamed itself DINBERG circa
1889) emigrated from Dvinsk to the US, South Africa, and Israel between
1886 and about 1925. Very few were left behind to be caught during the
Shoah....
Israel TRUPIN travelled 11 December 1905 from Liverpool to Auckland,
New Zealand, on the SS Ayrshire, a ship of the Houlder Bros. and Co.
line.

Israel would have been born between 1884 and 1886 in "Russia"
(probably Dunaberg/Dvinsk). He seems to have immigrated first from
"Russia" to Liverpool several years before his travel to New Zealand,
since I find what appears to be the same person in the Hamburg lists.
The New Zealand passenger list states that he was single and a
"farmer". I question the farmer bit, since the family was composed
primarily of merchants; but one never knows.

I am reasonably confident that this person would be a family member,
since the surname TRUPIN is rare.....

Last year I obtained records from the Latvian Archives about my
maternal grandmother's orgins in Dvinsk, Vitebsk province, and was
excited to find out that her husband (my grandfather) "belonged to
the Jewish community of Ostrow, Pskov province", Russia (born
ca1870). He was a cap-maker (a very Jewish occupation of the time).
Until now, the only family story was that he was "from Pinsk or
Minsk" ... not very helpful, and probably had also been confused with
Dvinsk!!

They married in "Russia" ca1890. Their first child was born 1893 in
Dvinsk, the next two ca1894, 1896, in St Petersburg, and the fourth
in Dvinsk ca1897. He and his family were residents of St Petersburg
but were listed in the 1897 First All Russia census as living with
the wife's parents in Dvinsk. (note: shortly after this time, he left
for England and was followed a few months later by his wife and the
four children; another four were born in London).

My question is: can anyone advise me where and how I should try for
records of my grandfather's origins in Ostrow, Pskov province, as
well as his time in St Petersburg and the births of the children
there? Since seeing a map of the area from 1897 I am now very
confused about border demarcations!!
